Amid the tight labour market, job vacancies increased in 2012. As employers continued to face manpower shortages amid the tightening in foreign worker controls, vacancies unfilled for extended periods continued to rise, affecting mainly lower-skilled jobs. According to employers, unattractive pay, physically strenuous job, non-conducive work environment and shift work were the main barriers to recruiting locals, reflecting the concentration of lower-end occupations among the vacancies hard to fill by locals.
