1. Persons outside the labour force refer to those who are neither working nor looking for work.

2. The number of persons outside the labour force, especially when compiled by age, sex and reasons for inactivity, identifies possible sources of labour supply especially during labour shortages.​

For a complete understanding of the labour market, not only do we need information on participants of the labour force, but also those that do not participate for a variety of reasons, particularly, the persons outside the labour force (also known as the economically inactive).

Data on persons outside the labour force are published annually in the report on Labour Force in Singapore.
