MRSD uses a stratified design with proportional allocation to ensure representativeness of the sample. For our main household survey (Labour Force Survey), sample is selected from a sampling frame comprising all residential dwelling units in Singapore. Dwelling units in the sampling frame were divided into different groups (or strata) using information such as broad dwelling type and geographical area. A random sample was then selected from each group and combined to form the required sample of dwelling units.
The survey data helps us to get reliable national manpower statistics, which includes unemployment and employment figures, which are some of the closely monitored indicators of Singapore’s labour market and economy. These statistics help in shaping national manpower policies and programmes that will affect many of us. For example, measures to promote employment of older workers, women returning to work from maternity leave, and the Workfare Income Supplement scheme for low-wage workers were all formulated using data compiled from our surveys. Our survey data also helps workers, job seekers, and employers in making informed decisions on career and human resource matters. Your survey input can and will make a difference.
The houses are selected in such a way that they are representative of the population. If we interview households which are not selected, the sample will not be representative of the population and the survey results will not be reliable.
Yes, for official government surveys that are conducted under the Statistics Act 1973, households that have been selected will need to provide the relevant information.
Other government departments do not have all the data we require, such as whether a person is looking for work or why a person is not working. Their databases may not be up-to-date for our requirements as well, so using their data might cause the survey results to be inaccurate and not reliable. For example, income reported to IRAS is for the previous year and we do not know whether the individual is working on a full or part-time basis. Also, the law may not allow other departments to disclose personal information. Our surveys are an example: it is conducted under the Statistics Act, which states that personal information cannot be disclosed to anyone, not even to other government departments.
The Ministry's objective is to obtain combined data. We are not interested in collecting personal information of individuals, but the combination of each individual’s data is vital to forming an accurate picture of Singapore’s workforce. Each question is necessary for the production of the required statistics. We also ensure the confidentiality and safety of the data you provide.
The survey seeks to collect information of every individual living in the household selected. If your landlord is also staying in this address, we will need to obtain his information too.
The survey covers every person in Singapore, including foreigners living, working, or studying here. We would require information of yourself and your family members if they are residing in this household.

For us to get sample that properly represents the whole of Singapore, companies are first stratified by industry and company size. All companies with at least 25 employees are included in the survey. A sample is then drawn from the remaining companies, stratified (sorted) by industry and employee size group. The sample is randomly generated by computer.

The Occupational Employment Dataset is an online registry that targets companies/organisations in Singapore. It is basically an employee registry for all their employees, and requires data such as their full name, job title and scope, working location, etc. It is a new e-service that aims to get up-to-date data on employment and geospatial job data, which will provide the Government new insights in Singapore's labour market. Similar to our surveys, it is covered by the Statistics Act and is compulsory to complete, should your company be selected for it.

Yes. The Ministry's objective is to obtain combined data that can give us an overall picture of Singapore’s current manpower situation. Every question is necessary for the accurate production of national statistics. If you are unable to answer those questions as they do not apply to your company, please answer them as NA (not applicable).

The different surveys conducted by different government agencies are crafted in a way to gather specific information that those agencies are looking for. The Occupational Employment Dataset is an online registry that targets all companies and organisations in Singapore. Companies are required to provide job and work location details of all employees who are under the establishment’s payroll.
It collects geospatial and employment data that our current surveys do not collect, which will be used for urban and transportation planning. Insights into employee movement and occupational trends (e.g. older workers and fresh graduates) could help in policy planning as well. It is also covered by the Statistics Act 1973, and is compulsory to complete.
In order to ensure the quality of data collected, the registry should be completed by either the business owner or a HR manager. A Corppass account is required to access the Occupational Employment Dataset through the “For Companies” button above. If you do not have a Corppass account yet, simply head to their registration page and follow their steps to set up your account.
