
MOM-SNEF Progressive Wage Model Talk for Food Services and Retail Sectors
We had the pleasure of speaking at one of our Progressive Wage Model (PWM) talks last week, jointly organised by the Ministry of Manpower (MOM) and Singapore National Employers Federation (SNEF).
Attendees, primarily HR practitioners from the food services and retail sectors, learnt how the PWM applies to their organisations and can be adopted into salary practices. Mr Toh Hong Seng, Director of Industrial and Workplace Relations at SNEF, shared how the PWM works for various job roles and duties, highlighting case studies of businesses that have successfully implemented the PWM.

Attendees were strongly encouraged to submit their employees’ job information to the Occupational Employment Dataset (OED), which aids in their organisations’ PWM assessments. The OED, our national registry of employees, collects basic occupational and employment data of Singapore’s workers under the Statistics Act 1973, ensuring data is strictly confidential and used solely for wage assessments, survey auto-population and aggregated statistical insights.

Senior Statistical Specialist at MOM’s Manpower Research and Statistics Department, Mr Pang Wei Wen, shared that when comprehensive employment details of workers are submitted to the OED, fewer clarifications are needed and wage assessments can be conducted with accuracy.
These comprehensive details include:
Contractual working hours,
Actual number of days worked in the month, and
PWM Job Level.
Such details provide the necessary context for determining whether an employee is being paid according to the standards of the PWM, allowing employers who maintain up-to-date OED records to benefit from a smoother, more efficient PWM assessment process.
