In today’s ever-changing landscape, survey methodology and questionnaire design must keep pace with technological advancements and shifts in respondent engagement, necessitating consistent evaluation of statistical processes.
In line with its continual efforts to maintain international standards in data quality, the Manpower Research and Statistics Department (MRSD) was privileged to attend the 2026 Questionnaire Evaluation Standards Workshop (QUEST 2026), hosted by Statistics Canada in Ottawa.
Joined by leading national statistical institutions like the UK's Office for National Statistics and the Netherlands' Central Bureau of Statistics, MRSD exchanged ideas with statisticians across the globe and learned from their inventive approaches to questionnaire evaluation.

Beyond fronting innovative developments to modernise and optimise the survey evaluation process, the workshop reiterated attendees' mission to provide the public with clear, unbiased reports. Through QUEST 2026, MRSD was given the opportunity to deepen its understanding of both the theory and practice behind survey construction, affording insightful perspectives from institutions experiencing similar shifts in technology and respondent behaviour.
Most importantly, MRSD expresses its sincere gratitude for its fellow global statisticians whose thoughtful discussions and collaborative spirit made the workshop an undoubtedly valuable one.
